I have looked at the data posted by the county, and saw something really unusual - different municipalities have the exact same number of "extra" votes.
I sent the following commentary to the author of the original article:

Looking over the posted turnout data, I have several observations that you may already have made:
Typically, the "extra" votes appear in the totals for the municipality. Where the municipality is broken down by ward, the sum of the wards does not match the total for the municipality.
If we use the sum of the wards as the turnout, the numbers are reasonable (about 60%). I suspect the ward counts are accurate.
The sum of the wards and the reported total for the municipality DIFFERS BY THE SAME AMOUT IN MULTIPLE MUNICIPALITIES. That is to say, differnent towns have the exact same number of "extra" votes.
I'm wanted to do a poll to see what TV network people would be tuning into for election returns tonight. Here in Portland OR, it looks like KPOJ is going to be on tape delay most of the day like every other day. That becomes a problem today for obvious reasons. I'm personally leaning toward CBS at this point, but I'm not terribly enthusiastic about it. I wanted to see if there was a preference in the community.
The most recent polling done in Mississippi was Bush by 9% done 9/14 - 9/17 by American Research Group. Locals in MS are reporting data that shows Kerry is down now between 4-6%. Record turnout has been officially predicted. Gore was down 6% the day before Election Day 2000. There is lots of historical evidence that a 4-6% deficit can be overcome on the last day. We have an shot to break the GOP lock on the Deep South.
The answer to the Bush wolf ad is a response with Prokofiev's Peter and the Wolf. A "Johnny and the Wolf" response ad would be an instantaneous dead center hit on all the fear rhetoric, and it's a storry that most schoolchildren are taught.

BOSTON - A college student died Thursday of a head injury suffered in a clash between police officers and a crowd of Red Sox fans who poured into the streets outside Fenway Park to celebrate their team's victory over the New York Yankees (news).
I called Salem to report the incident I mentioned on earlier threads and to try to get an idea of the Sec. of State Dept of elections response to the situation. I can't say I'm encouraged.

Len Bergstein, recently named a senior campaign advisor to mayoral hopeful Jim Francesconi, has represented Clear Channel in an ongoing dispute regarding the city's sign code. The dispute is not yet resolved, and will come before Francesconi and the rest of the City Council on November 10th. Further, the matter may spill over to the next mayor.
This is an oldie but goodie that was dug up by Atrios and run by Atrios and Portland Indymedia back when Sinclair was making a stink about the Nightline episode...
Clear Channel evidentally networked it's stations along the Gulf Coast for the Hurricane Ivan's approach as they did for the Florida hurricanes.
There's one difference this time. They are not only running ads... it sounds like they specifically sold ads targetted at the audience that would be listening as a hurricane is destroying the Gulf Goast.
I've seen a lot of cynical business practices in the past, but this really is beyond the pale.
